Job Description

This company is seeking a Clinical Informaticist for the position of Population Health Services Organization (PHSO) Network Operations Analytics Analyst. This position will be responsible for the design, development, and management of the Managed Care Delegated Operations and Network Operations & Strategy department’s analytics needs. As key departments within a population health organization, analytics needs span a wide range from patient access to revenue cycle and database infrastructure and data governance to front-end workflow development and process improvement projects. 

Population Health Organization Operations & Strategy 

The Information Services (IS) Analytics Team actively supports clinical and operations efforts around population health and quality improvement. Efforts to improve quality and population health advance the Quadruple Aim – the improvement of patient outcomes, patient experience, provider experience, and reduction of the total cost of care. Population health programs aim to directly and simultaneously achieve all four outcomes through the development of the requisite infrastructure. 

The PHSO Operations departments primarily focus on achieving the Quadruple aim through analysis and strategic plans around patient enrollment, benefits management, vendor contracting, network expansion, provider access, utilization management (including AR and AP claims), and other dimensions of health plan and affiliated network operations. Familiarity with health plan delegated, full, and ACO contracts is strongly preferred. The PHSO Network Operations Analytics Analyst will work closely with business analysts, clinicians, Epic Clinical & Business Application Teams, and administrators to translate business needs into functional workflows and timely reports to directly affect improvement efforts of health system operations and workflows. 


The PHSO Network Operations Analytics Analyst is responsible for the development of general infrastructure and analytics products. Applicants should have familiarity with the Clarity Data Model and several reporting tools such as Tableau, Structured Query Language (SQL), Crystal Reports, Epic's Radar and Reporting Workbench, Business Objects, data flows from Chronicles to Clarity to Caboodle Data Warehouse, and technical implementation planning. Familiarity with Tapestry and the Epic Caboodle Data Warehouse schema or similar schemas is essential to identify schema/ETL deficiencies, create de-duplicated aggregate views, and output data staged for additional ETL to other database environments is also preferred. 

Familiarity with statistical and financial analysis is also strongly recommended. 

Project Management 

The PHSO Network Operations Analytics Analyst is responsible for their own project plans in conjunction with the operational project managers to ensure timely and reliable product delivery. Specific duties include but are not limited to developing and maintaining project plans, directing work to other informatics', creating status reports, facilitating decisions, identifying and mitigating risks, collecting and interpreting data from various sources, presenting measure and program results to clinical and operations executives, and managing evolving technical requirements. 

Clinical Application Professional: 

Involves design, building, testing, and implementation of clinical application systems. Provides support to clinical users through knowledge of clinical processes, documentation needs, workflows, and clinical practice standards, when adapting software to meet their needs. Works with clinicians to create or adapt written protocols. Prepares detailed specs encompassing clinical processes, information flow, risk and impact analysis. May provide customer service, troubleshooting, and maintenance. Level 3: Experienced professional who knows how to apply theory and put it into practice with in-depth understanding of the professional field; independently performs the full range of responsibilities within the function; possesses broad job knowledge; analyzes problems/issues of diverse scope and determines solutions. Clinical Application Professional 3 : Applies skills as a seasoned clinical applications professional to projects of medium size at all levels of complexity, or portions of large projects.

Key Responsibilities: 

Plans, implements and supports clinical software, hardware, operating systems and / or distributed clinical information systems of moderate scope and complexity. Contributes to estimates of resource needs and scheduling of system upgrades and modifications. Works on complex initiatives to analyze patient care workflow in various clinical departments, and to develop and define information technology solutions for improved system integration and functionality. Organizes medical record tools and data. Applies innovation in management of complex scenarios. Collaborates with key clinical users on complex projects to modify workflow due to new releases and system upgrades. 

Plans and develops improvements in functionality and efficiency of clinical applications. Liaison between vendors and IT leadership. Contributes to the development of new projects at all levels of scope and complexity. Performs systems analysis, planning and preparation, coding, testing, implementation and client/vendor coordination. Designs and conducts user training in clinical information system workflows and processes, hardware and/or operating systems at all levels of complexity. Develops effective tools and aids for systems training. Troubleshoots escalated issues of moderate complexity and scope with clinical software, hardware, operating systems and/or distributed clinical information systems. 

Identifies and coordinates service and support as needed between clinical engineering, IT, networks, departments and outside vendors. Proposes new solutions in regards to workflows, processes, system designs or developments as needed. Participates in development of complete, concise and comprehensive policies and operation procedures to assist in communicating issues to management staff. Realigns based upon business and clinical needs. Looks to new opportunities to address customer service challenges. Documents issues and develops/communicates plans to address. Estimates project time requirements, addresses gaps, and participates in feasibility assessments. Other duties as assigned. 

Reports To The PHSO Network Operations Analytics Analyst reports to the Director of Value Based Care Analytics on the IS team following direction from the PHSO Network Operations Analytics Lead and works directly with Managed Care Delegated Operations, Network Operations, and Finance Directors. 


  • A Bachelor's Degree in healthcare information technology, computer science, or related area; and/or equivalent combination of experience/training. 
  • Three (3+) or more years of relevant experience in healthcare analytics, healthcare quality payment programs, advanced SQL coding, population health analytics and healthcare date. 
  • Will be required to be certified in assigned EMR vendor's product/module within the first six (6) months of employment. 
  • Must satisfy all vendor testing requirements to be certified without needing to attend vendors training a second time for the same class.
  • Intermediate level capabilities with MS Access and MSSQL server and related technologies. 
  • Professional level experience working with clinical information systems and developing reports.
  • Knowledge and intermediate level experience working with Transact SQL, Crystal Reports 11, OLAP structures and/or other related technologies. 
  • Extensive experience and working knowledge of all MS office products.
  • Knowledge and experience of database management technologies. 
  • Excellent project management skills. 
  • Ability to working a group setting and group projects. 
  • Excellent interpersonal, verbal, written, and presentation skills for a group setting; ability to manage multiple projects independently, setting priorities to meet deadlines. 


  • Familiarity or experience with Data Warehouse schemas, intermediate-advanced SQL coding, familiarity with views, automation, stored procedures, and/or SSIS and familiarity with Agile development. 
  • Knowledge, experience, and/or certification working with EPIC data and Epic Clarity. 
  • Knowledge and intermediate level experience working with Transact SQL, Crystal Reports 11, OLAP structures and/or other related technologies. 
  • Proven experience in current Business Intelligence tools such as Tableau, Qlik, Power BI, or SAP. 
  • Healthcare domains such as patient access, ambulatory, inpatient, post-acute care, care management, and revenue cycle. 
  • Knowledge and experience of database management technologies such as MS Access and MSSQL server and related technologies.
  • Familiarity with ETL processes such as SSIS. 
  • Familiarity with Agile development, Software Development Life Cycles (SDLC) , Product Development Life Cycles (PDLC), and waterfall implementation methodologies.
  • Familiarity with Epic application certifications, such as Ambulatory, Healthy Planet, Tapestry, Epic Link, and MyChart.
