The Buyer is responsible for the ordering, based on approved requisitions, and availability of materials to meet development / production requirements.   This includes responsibility for developing and maintaining competitive sources for materials, supplies and services.  
Develop, document and implement sourcing strategy.
Drive supplier selection, assessment, qualification and development activities.  Collaboration with supplier quality to address various quality initiatives (e.g. supplier performance, design reviews, risk management, rationalization)
Obtain responsive quotations from qualified suppliers who are capable and willing to meet company requirements. Evaluation of proposals, negotiation and timely placement of orders to support required technical requirements, delivery schedules, using sound procurement principles.
Develop and maintain good supplier relations by adhering to highest standards of business ethics and fair dealing. Resolve issues (e.g. solicitation, pricing, quality, on-time delivery performance, returned goods, lead time, customer service, etc.).
Place significant number of purchase orders during the development process for various commodities, requires diligent follow-up with suppliers.  Coordination with production buyers in alignment with overall strategic direction for various commodities in support of advanced product development activity.
Document procurement files to show that competent consideration has been given to all factors essential to effective and economical procurement. Basic knowledge of commercial and DoD contract law and guidelines, practices and requirements.
Keeps abreast of the market, business cycles, scarcity, and surplus conditions.
Perform other related duties, as assigned.

Bachelor's degree (Supply Chain Management preferred)
7 + years purchasing experience in aerospace required
Experience in commercial and Government procurement; Experience with FAR/DFAR
Minimum of 5-7 years’ experience in MRP environment; (Visual Enterprise preferred)
Experience in purchasing machine parts, Glass to metal seal and explosive powders a plus
Experience with Kanban
CPM and/or APICS certification preferred
